On July 15, 2020, the IRCC announced updates regarding the support for international students during the COVID-19 pandemic.
The Minister announced additional measures to support international students starting a new online program this fall to ensure that students can continue their studies and remain safe. These changes provide an opportunity for students to be eligible to work in Canada after graduation, even if they need to start studying online from abroad this fall. The specific updates for the fall semester (09/2020) were announced on the CIC website as follows:
♦ Priority processing of study permits for students who have submitted complete online applications, ensuring the fastest possible processing.
♦ Allowing students to study online from abroad to qualify for a post-graduation work permit, as long as the student has submitted a study permit application and completed at least 50% of their program in Canada. Once services return to normal, students will be required to submit the remaining documents and receive an approved study permit before being allowed to travel to Canada. This means that if you have submitted your application but haven't received the results yet, you can still start your studies, helping you stay on track. However, this does not guarantee that your visa will be approved, as CIC may still need to review other aspects of your application.
♦ A two-stage visa processing process will be implemented for applications where required documents cannot be submitted due to the pandemic, such as medical exams, fingerprints, etc. Regarding online learning, students can study online and still meet the requirements for a work permit, even if their study permit is issued after they begin studying. Once services are back to normal, students will need to submit the missing documents as soon as possible to complete their visa application. This two-stage processing will apply to students applying for a visa for the September 2020 semester, with applications submitted by September 15, 2020.
Benefits of this update: International students can choose to study online for 50% of their program's total duration in Vietnam and then complete the remaining 50% in Canada. This helps reduce living and accommodation costs while still receiving a Canadian degree.
Thus, even if students do not have a study permit/visa yet, they can still start their studies to save time and costs related to accommodation.
